Delivering Sustainable Water Management with Robust Environmental Stewardship

Andrew Scott Ltd successfully delivered a complex civil engineering project to improve and future-proof Green Park Weir in Port Talbot—a critical water infrastructure asset that has existed in its current form since the 1890s.

This strategically important scheme was the culmination of several years of collaboration and investment between members of the River Afan Water Management Group, a multi-agency partnership committed to the sustainable management of natural resources. Key stakeholders included Associated British Ports (ABP), Natural Resources Wales (NRW), Tata Steel (UK) Ltd, Neath Port Talbot County Borough Council, and the Afan Valley Angling Club.

The weir plays a vital role in impounding water from the River Afan, feeding a channel that supplies water to Port Talbot Docks and Tata Steel's Port Talbot works for essential cooling and operational purposes. Over time, deterioration of the historic structure made repair and strengthening necessary to secure its continued function.

Scope of works included:

  • Construction of new reinforced concrete structures to improve hydraulic performance and structural resilience

  • Refurbishment of the existing stone culvert, including specialist culvert relining techniques

  • Installation of a new penstock and improvements to the dock feeder channel

  • Construction of a fibre-reinforced concrete stilling basin to reduce energy in water flows and control erosion

  • Placement of rock armour protection to safeguard against future scouring and improve long-term durability

Given the site’s ecological sensitivity, stringent environmental and ecological control measures were implemented throughout the works. These included active liaison with environmental regulators and stakeholders to ensure full compliance with best practices in river management and biodiversity protection.

The successful delivery of the Green Park Weir Improvement Project enhances water security for both industrial and port operations while supporting the wider goals of sustainable river management in the Afan Valley.
